My mother is spending Social Security money on drugs and had been diagnosed as schizophrenic?

I'm trying to be the recipient but I live in Maryland (she lives in the General Assembly) and I'm the only one who lives close enough to it and is more responsible to make sure you have what you need. It is also lose their benefits if they Social Security tell what it spends its money and how I can go on that so she will not lose them and get the things she needs. it's supposed to be put in a institutuion but can not make it due to how they spend their benefits. Lastly, I can request to be your beneficiary, without her knowledge. Because some things have to give in this situation.

You do not say why he was put on permanent disabilitiy.
